Handling violations of the traffic law "no prohibited zones, no exceptions"

Regarding the handling of violations of alcohol concentration when participating in traffic, Major General Nguyen Van Huong said that over the past time, there have still been cadres, civil servants, public employees, cadres and soldiers in the armed forces, violating the law when participating in traffic, especially in driving vehicles with alcohol concentration in their blood or breath (vi violation of alcohol concentration).

Particularly in 2023 and Quarter 1 of 2024, the Police force has inspected, handled administrative violations and verified and sent notices to management agencies and units for over 7,600 Party members, cadres, civil servants and public employees who violated alcohol concentration.

Implementing the direction of the Prime Minister, the Ministry of Public Security has directed the Police units and localities in the process of patrolling, inspecting and handling violations of the traffic law to comply with the spirit of "respecting the law", "no prohibited areas, no exceptions", not accepting interference, etc impact to ignore violations.

Regarding the consideration of the responsibilities of heads and heads of agencies and units for cadres, civil servants and public employees to violate the alcohol concentration, implementing the direction of the leaders of the Ministry of Public Security, the functional forces have resolutely considered and handled the heads, the head of the agency or unit allows cadres, civil servants and public employees to commit violations when participating in traffic with alcohol concentration in their blood or breath. However, regarding the handling of violations, according to regulations, every year units and localities have statistics sent to the Ministry of Public Security before October 15, so there is currently no specific data on the handling of heads and heads of units. The Ministry of Public Security will provide information on this issue when specific data is available.

The proposal to maintain the sanction level related to violations of alcohol concentration

Regarding the level of sanctioning violations of alcohol concentration in the draft Decree stipulating penalties for administrative violations of traffic order and safety in the field of road traffic; deduction and restoration of driving license points, Major General Nguyen Van Huong said that the drafting agency has absorbed the opinions of agencies, scientists and people on sanctioning administrative violations in the field of road traffic. Accordingly, the drafting agency has proposed to maintain the sanction level related to violations of alcohol concentration as prescribed in Decree 100. In addition, regarding the level of sanctioning administrative violations for road users who do not wear helmets, Major General Nguyen Van Huong also said that currently, drivers of motorcycles, mopeds, and electric motorcycles who do not wear helmets or wear helmets with straps in contravention of regulations will remain the same from 400 to 600 thousand VND. This fine is in line with reality and has a deterrent effect.

Completed the registration of 21,387 first-time vehicle registration dossiers by full-process online public service for domestically manufactured and assembled vehicles

Regarding the results of the implementation of the first vehicle registration by full-process online public service for domestically manufactured and assembled vehicles from August 1, 2024, Major General Nguyen Van Huong said that after more than 2 months of implementation, by October 3, 2024, there have been 22,287 full-process vehicle registration dossiers; completed the registration of 21,387 dossiers (3,302 cars, 18,085 motorcycles), 900 dossiers are waiting for signage and payment.

The implementation process has arisen a number of obstacles and difficulties, especially in connecting and sharing data, information fields about people and vehicles have not matched. The Traffic Police Department and the Ministry of Public Security have coordinated with relevant branches and agencies to promptly dismantle in order to best serve the people.
